The bill amends Section 44-30-101 of the General Laws in Chapter 44-30, which pertains to personal income tax, by introducing new requirements regarding qualifying health insurance coverage. It establishes a data-sharing provision that allows the tax administrator to disclose contact information of individuals who report being uninsured on their HealthSource RI state income tax returns to the Rhode Island health benefits exchange, unless the individual opts out of being contacted. The information to be disclosed includes the name, age, mailing address, and other contact information, such as email address and phone number, if available.

The authority for this data sharing is limited to tax years beginning on or after January 1, 2026, and ending on or before December 31, 2027. The Rhode Island health benefits exchange and the tax administrator are required to develop data privacy and security safeguards for the conveyance of data. Additionally, the Rhode Island health benefits exchange must delete and destroy all return information disclosed by January 1, 2030.
