The proposed bill, known as the "Super Speeder Accountability Act," aims to enhance road safety by mandating the use of Intelligent Speed Assistance (ISA) devices for high-risk drivers. This legislation establishes a new chapter in Title 31 of the General Laws, which requires the Rhode Island traffic tribunal or district court to mandate the installation and use of ISA devices as a condition for license reinstatement for eligible offenders. Eligible offenders include individuals whose licenses have been suspended due to excessive speeding, racing, or reckless driving where speed was a factor, as well as those convicted of multiple moving offenses.

The ISA devices utilize GPS technology to limit vehicle speed to posted or pre-set limits and are intended to promote safer driving habits and reduce recidivism among individuals with repeated speed-related violations. Offenders are responsible for the costs associated with leasing, installing, maintaining, and removing the ISA devices, which must be operational for a minimum of twelve months following reinstatement.

The bill outlines penalties for noncompliance, including immediate re-suspension or revocation of driving privileges and an extension of the ISA requirement for an additional six months. It also includes provisions for data collection, ensuring that data related to violations involving tampering with the ISA devices is securely maintained and reported to the appropriate authorities. The department is authorized to promulgate rules and regulations to implement the provisions of this chapter and will submit an annual report summarizing program data, including recidivism rates and user compliance. The act will take effect upon passage.
