The proposed bill introduces a new chapter, titled "The Military Child Act," to Title 30 of the General Laws concerning military affairs and defense. This chapter defines a "military-connected student" as a student who is the dependent of either a person in the active military service of the United States or in full-time status during active service with a force of the Rhode Island National Guard.
The act establishes provisions for the advance enrollment of military-connected students, allowing them to be deemed residents of a school system in the state if their parent or guardian is being relocated under military orders to a military installation within the state. The Rhode Island Board of Education is required to permit military-connected students to enroll preliminarily by remote registration without charge, and parents or guardians are not required to physically appear at a location within the district to register the student.
To enroll, parents or guardians must present evidence of military orders confirming that a parent or guardian will be stationed in the state during the current or following school year. They may use an address within the school district where the military-connected student is to be enrolled, which can include a temporary on-base billeting facility, a purchased or leased home or apartment, or federal government or public-private venture off-base military housing. Proof of required residency is not necessary at the time of remote registration but must be provided within ten days of the student's attendance in the school system. The act will take effect upon its passage.
