The bill amends sections of the General Laws concerning "Abused and Neglected Children" to expand the definition of "educational program" to include public, charter, and private schools, including boarding schools, parochial schools, home schools, after-school programs, camps, youth groups, scouting organizations, tutoring programs, and any other programs that provide extracurricular, educational, athletic, artistic, behavioral, developmental, religious, or other enrichment activities for children.

Additionally, it introduces new legal language regarding the duty to report suspected physical, mental, or sexual abuse or neglect of children by employees, agents, contractors, members of the clergy, or volunteers of these educational programs and religious organizations. Individuals who suspect abuse must report their concerns to the Department of Children, Youth and Families and local law enforcement within 24 hours. If the reporter is affiliated with the educational program or religious organization, they must notify the person in charge, who is then responsible for further reporting. The Department of Children, Youth and Families is tasked with investigating these reports and notifying relevant parties if allegations are substantiated. The bill aims to enhance the protection of children by ensuring that a broader range of organizations is included in the reporting requirements for suspected abuse or neglect.
