The bill amends existing laws regarding child cruelty, abuse, and endangerment by introducing new provisions that require courts and bail commissioners to issue no contact orders for individuals charged with these offenses. Specifically, when a person is arrested for cruelty or neglect of a child, child abuse, or child endangerment, they cannot be released from custody on bail or personal recognizance before appearing before the court or bail commissioner. The court or bail commissioner must issue a no contact order prohibiting the accused from having contact with the victim.

Additionally, the bill stipulates that a judge may modify or terminate the no contact order at any subsequent hearing after hearing from the protected party. Any willful violation of this no contact order will be classified as a misdemeanor. The written order releasing the person charged or the order issued at the time of disposition or sentencing must contain a directive stating that violation of the order is a criminal offense and subject to arrest. A copy of the order must be provided to the victim, and the clerk of the court is required to forward a copy of the order to the appropriate law enforcement agency on or before the next judicial day.

The bill takes effect upon passage.
