The bill amends Section 11-25-14 of the General Laws in Chapter 11-25, which pertains to the conveyance of unauthorized articles to and from institutions, specifically including the training school for youth. It establishes that individuals must obtain consent from the executive director of the division of youth development at the department of children, youth and families before conveying any drugs, tobacco, portable electronic communication devices, or any articles that could be used as weapons to residents at the training school for youth.

Violating this requirement can result in penalties of up to ten years of imprisonment, a fine of up to $5,000, or both. The bill also clarifies that the term "resident" includes all persons detained at the training school for youth, in the custody of the superintendent or any juvenile program worker outside the custodial unit, or in the custody of the state director of behavioral healthcare, developmental disabilities, and hospitals, regardless of their adjudication status. However, "resident" does not include persons on home confinement. This act will take effect upon passage.
