The bill amends Chapter 11-47 of the General Laws by adding a new section titled "Suicide awareness at shooting ranges." It requires all shooting ranges to conspicuously display a sign in areas where shooting occurs, containing the following text in both English and Spanish: "WARNING: If you or a loved one is experiencing distress and/or depression, call the 988 Suicide and Crisis hotline or text HOME to 741741." The signs must be at least eight and one-half inches (8.5) high by eleven inches (11) wide, feature black text against a white background, and use letters that are at least thirty-six (36) point font. The signs shall not contain any other text.
Additionally, shooting ranges that operate on a membership basis must ensure that any non-member is accompanied at all times by a member or staff member while on the premises and engaging in shooting activity.
Starting January 1, 2027, each employee of a shooting range is required to receive training, approved by the Department of Health, on recognizing the warning signs of suicide. The Department of Environmental Management, in conjunction with the Department of Health, is responsible for adopting and promulgating rules and regulations necessary to implement this section. The act will take effect upon passage.
