The bill amends Chapter 3-7 of the General Laws regarding "Retail Licenses" by introducing a new section, 3-7-30, which mandates that all holders of retail licenses authorized to sell intoxicating beverages for onsite consumption must provide a lid with a customer's drink upon request. A lid is defined as a removable cover that attaches to the rim of a corresponding beverage container and must fit at least one type of container served on the premises. Retailers are required to post a notice in a prominent and conspicuous location stating, "Don't get roofied! Drink lids available here. Ask a staff member for details."
Retailers may charge an additional fee for providing a lid, which shall not exceed a reasonable amount based on the wholesale cost of the lids, but they are also permitted to offer them free of charge. A sole violation of this section, including the notice requirement, will result in only a warning for the first offense. This act will take effect upon passage.
