The bill includes several insertions that enhance the department's responsibilities, such as ensuring the development, oversight, and maintenance of a comprehensive, integrated home and community-based continuum of care tailored to meet the developmental, emotional, and behavioral needs of children and families. It mandates that all behavioral health services for children be delivered through a comprehensive system of care that is child-centered, family-driven, and culturally responsive.

Additionally, the bill requires DCYF to collaborate with the state Medicaid agency to ensure adherence to the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) provisions. It also establishes a governance structure for coordination with other state agencies, including the Department of Health, the Department of Human Services, and the Department of Education, while maintaining a child-centered focus in service delivery.

The act will take effect upon passage.
