This process requires the redaction of identifying information, including the applicant's name and any other information likely to disclose the applicant's identity, to ensure impartiality during preliminary evaluations.
Additionally, the commission must evaluate applicants based on uniform, job-related criteria that are adopted in advance and published on its website. The rules will also require the use of structured evaluation instruments or scoring rubrics to demonstrate that recommendations are based on the published merit criteria.
This act is set to take effect upon passage.
