The bill introduces a new section to the Rhode Island Comprehensive Planning and Land Use Act that allows municipalities to request a one-time extension of up to twelve months for updating their comprehensive plans. This extension can be granted by the Rhode Island division of statewide planning if the municipality demonstrates active engagement in the update process. The criteria for determining active engagement include initiating the comprehensive plan update process, engaging or procuring professional planning or consulting services, conducting public outreach, workshops, or hearings, coordinating with state agencies or the division, and submitting draft materials or documentation for preliminary or formal review.

During the extension period, the municipality's existing comprehensive plan will remain in full force and effect for all purposes, including zoning consistency, regulatory compliance, and eligibility for state or federal funding. A municipality may be granted only one extension under this section. The division is authorized to issue guidance or procedures necessary to implement these provisions. The act will take effect upon passage.
