The bill amends Title 16 of the General Laws by adding Chapter 117, which establishes guidelines for public schools regarding access for congressionally chartered youth development organizations. It defines a "youth organization" as any national group chartered by Congress that serves individuals under 21 and has an educational mission focused on developing life skills, leadership, workforce readiness, physical fitness, and promoting community service, civic engagement, and patriotism.
The bill mandates that public school districts and charter schools provide these organizations with the following access: (1) at least one annual recruitment opportunity for representatives to provide displays, brochures, and flyers on school property and through existing digital communication channels for student recruitment; (2) a scheduled classroom presentation allowing representatives to speak with students for up to ten consecutive minutes during classroom time, provided that the presentation does not occur during instruction in a core curriculum subject and does not materially disrupt school operations; and (3) advance notification to parents or guardians about the scheduled presentation and their right to withhold consent for their child's participation.
Additionally, the bill clarifies that schools are not required to provide access to entities that do not meet the definition of a youth organization. It includes provisions to ensure that the new access does not interfere with school safety policies, authorize activities inconsistent with school rules, or limit the authority of school administrators to maintain order or discipline. The act will take effect upon passage.
