The bill amends several sections of the General Laws to enhance the protection and definition of critical infrastructure, particularly in the context of disaster response and the regulation of metals. It incorporates broadband, internet, and wireless means into the crime of injuring electric and communication lines. The definition of "critical infrastructure" is expanded to include wireless and broadband networks, as well as any component of a wireless or wired communications device or facility.
Additionally, the bill introduces provisions requiring secondary metals recyclers to notify the police prior to issuing payment for certain types of regulated metals, particularly those that are known or reasonably should be known to belong to or be identified with public utilities. It establishes a holding period for property acquired by licensees that consists of regulated metals.
Furthermore, the bill authorizes municipalities to grant zoning relief for the protection of critical infrastructure that has been or is reasonably at risk of vandalism, trespass, theft, or damage due to extreme weather or climate change-related disasters. The act is set to take effect on January 1, 2027.
