The bill amends Section 31-15-2 of the General Laws regarding the rules of the road, specifically focusing on the use of lanes by vehicles. It establishes that any vehicle traveling slower than the normal speed of traffic must remain in the right-hand lane or as close to the right-hand curb as possible, except when overtaking another vehicle or preparing for a left turn. Additionally, it introduces a new provision that reserves the extreme left-hand lane on multi-lane, limited access highways exclusively for passing slower vehicles. Occupying this lane when not actively passing another vehicle will be considered a violation of this section and subject to the fines enumerated in section 31-41.1-4. The act will take effect immediately upon passage.
