The bill amends various sections of the General Laws in Rhode Island to update definitions and regulations related to healthcare facilities and services. It introduces the term "major hospital," defining it as a large, comprehensive acute care facility that offers extensive specialized services, advanced technology, emergency capabilities, and significant research and teaching roles. The bill also includes provisions that exempt certain institutions, such as single practice physician and podiatry ambulatory-surgery centers, from the requirements of chapter 15 of this title and from specific provisions regarding initial accreditation, survey, and complaint investigations.

Additionally, the bill establishes a new section mandating that all major hospitals constructed or substantially renovated or expanded on or after January 1, 2028, must not install or use any heating systems that utilize fossil fuel, natural gas, or propane gas, with exceptions for emergency backup power systems. The bill requires that these hospitals seek to minimize emissions and maximize health and safety for non-backup systems. It also allows inspectors to check for compliance with these energy requirements during inspections.

The building codes standards committee is tasked with adopting and promulgating all rules and regulations necessary to implement these energy requirements. The act will take effect upon passage.
