The bill amends Chapter 45-24 of the General Laws by adding a new section titled "Recovery houses." This section defines a recovery house as a residential structure that is properly zoned according to a town or city's zoning ordinance and provides recovery support services for individuals recovering from substance abuse addiction. The bill stipulates that recovery residences must be treated as a residential use of property, granting them the same rights and responsibilities as other residential properties. Furthermore, it prohibits any law, regulation, or ordinance regulating the zoning and use of a recovery house from imposing restrictions, prohibitions, or other provisions, including those related to state building or fire codes, that are not applicable to similar residential uses in the same zoning district if occupied by a household, as defined in 45-24-31(37)(ii). The act will take effect immediately upon passage.
