The bill amends sections of the General Laws related to "Motor Vehicles Owned by a Governmental Body" to include new definitions and reporting requirements. It introduces the term "Zero-Emission vehicle" (ZEV) and specifies that a ZEV produces zero exhaust emissions of any criteria pollutant or greenhouse gas, excluding emissions from air conditioning systems.
The bill requires the director of administration to submit an annual report in January to the governmental body. This report must identify each vehicle and classify it as a combustion engine, hybrid, plug-in hybrid, or ZEV. It will also include the principal driver, mileage incurred by year, and similar information for each type of vehicle. Additionally, the report must provide the total number of new vehicles purchased in the light-duty fleet in the previous year, specifying the total number of newly purchased combustion engine vehicles, hybrid vehicles, plug-in hybrid vehicles, and ZEVs.
The report will also include the percentage of each vehicle type in relation to the total number of vehicles in the light-duty fleet at year-end, the total per mile cost for each vehicle, and the total average cost per vehicle mile for all vehicles of similar drive mechanisms. Furthermore, it will detail the number of hybrid, combustion engine, plug-in hybrid, and ZEV vehicles in operation in each state agency as a percentage of the whole light-duty fleet. The act will take effect upon passage.
