The bill amends existing laws regarding mail ballots and introduces provisions for early voting in the state. It establishes requirements for the validity of emergency mail ballots and clarifies that emergency voting shall be construed to mean early voting.

The bill specifies that an early voting ballot application may be completed in person using an electronic poll pad provided by the board of canvassers, upon presentation by the voter of valid proof of identity. Upon completion of the poll pad application, the voter shall be provided with a ballot issued by the secretary of state, which must be placed into a state-approved electronic voting device.

Additionally, the bill ensures that all voter and election protections and procedures applicable on election day will govern the twenty (20) day early voting period. This act will take effect upon passage.
