The bill amends Chapter 31-3 of the General Laws to establish a special motor vehicle registration plate for the Rhode Island Hockey Hall of Fame. It empowers the administrator of the division of motor vehicles to create and issue these plates, which will reference the Hall of Fame and be displayed in place of standard registration plates. The design of the plates will be developed in conjunction with the Rhode Island Hockey Hall of Fame and must be approved by the Rhode Island state police.
The bill outlines the requirements for issuing these plates, including compliance with minimum prepaid orders and the development of prepayment procedures. It introduces a $40 issuance surcharge for the special plates, with $20 allocated to the general fund and the remaining $20 designated for the Rhode Island Hockey Hall of Fame to commemorate, preserve, and promote the game of hockey in Rhode Island. A $10 surcharge will apply to subsequent registration renewals, which will also benefit the Hall of Fame.
Additionally, the bill mandates that the Rhode Island Hockey Hall of Fame must use any funds received from these registrations for the benefit of Rhode Island-based charitable organizations and requires the Hall of Fame to submit an annual accounting report before such funds are distributed. There will be no refunds for early cancellation of the plates. The act will take effect upon passage.
