This bill amends the regulations of the Rhode Island Resource Recovery Corporation regarding materials permitted for covering compacted solid waste at sanitary landfills. It specifically prohibits the use of artificial turf for this purpose starting July 1, 2026, but does not require the removal of artificial turf that has already been installed as landfill cover before that date.

Additionally, the bill establishes a new section that initiates a pilot program to assess the feasibility and benefits of using a grass mix with pollinators and/or a plant mix as landfill cover. The term "plant mix" is defined to include native plants and will be determined in consultation with subject matter experts.

The bill also imposes new reporting requirements on the Resource Recovery Corporation, mandating the development of a system for tracking and reporting the disposal volume and weight of artificial turf. A summary of this information must be included in the corporation's annual report, which is due within ninety days after the close of each fiscal year. Furthermore, the corporation is required to provide a report on the landfill cover pilot program to the Speaker of the House of Representatives, the President of the Senate, and the public by January 1, 2028. The act will take effect upon passage.
