The bill also establishes an energy conservation code based on the International Energy Conservation Code (IECC) and includes provisions for resolving conflicts between fire safety and building codes.
Additionally, the bill introduces a moratorium on changes to the state building code applicable to residential structures of one to four family dwelling units until January 1, 2030. During this period, the state building code standards committee is prohibited from adopting or enforcing any amendments to the state building code unless otherwise approved by the General Assembly and made effective by the Governor. This act will take effect upon passage.
