The bill addresses the workforce crisis among pediatric healthcare providers in Rhode Island, which is impacting access to healthcare for children. It mandates the executive office of health and human services to pursue a Medicaid state plan amendment and allocate sufficient state general revenue to increase Medicaid payment rates to an amount equal to one hundred thirty percent (130%) of Medicare rates for all payment codes for outpatient clinical services rendered to patients under nineteen (19) years old. This increase is required to be implemented on or before October 1, 2026. The purpose of this increase is to ensure that pediatric providers can adequately serve their current patient panels, facilitate the recruitment and retention of pediatric healthcare professionals—including pediatricians, pediatric specialists, child psychiatrists, family medicine physicians, nurse practitioners, and physician assistants—and address the projected shortfall in replacing retiring physicians.
