The bill amends Chapter 36-12.2 of the General Laws regarding "Medicare Enrollment" by introducing a new section, 36-12.2-2, which establishes the eligibility criteria for the Qualified Medicare Beneficiary, Specified Low-Income Medicare Beneficiary, and Qualified Individual programs, also known as the Medicare Saving or Medicare Buy-In programs. It mandates that the Rhode Island Executive Office of Health and Human Services (EOHHS) disregard all assets or resources when determining eligibility for these programs.

The implementation of this provision is contingent upon obtaining necessary federal approvals, including any required amendments to the state plan. Additionally, the EOHHS is required to promulgate regulations to facilitate the implementation of this section. The act is designed to take effect immediately upon passage.
