The bill amends Chapter 16-77 of the General Laws to permit local communities in the state to adopt an all-charter public school model as an alternative to traditional public schools. This new section, 16-77-13, establishes the process for municipalities to implement this model, which may involve the establishment of new charter public schools, the conversion of existing traditional public schools to charter public schools, or a combination of both.

To initiate this process, a municipality must submit a detailed plan that outlines the educational provisions and the transition process to the all-charter model. This plan must be presented to both the municipality's governing body and the school committee, and it requires their approval through a vote. If both bodies vote in favor of the plan, it will then be submitted to the voters of the municipality as a referendum during a special or general election. An affirmative vote from the electorate will allow the municipality to undertake the measures necessary to implement the all-charter public school model. The act is set to take effect upon passage.
