The bill amends Chapter 38-2 of the General Laws, titled "Access to Public Records," by adding a new section, 38-2-17, which addresses traffic accident and improvement data. It establishes that records related to traffic accidents, which are not discoverable or admissible in court under 23 U.S.C. 407, shall nonetheless be deemed public records. However, these records may not be used for purposes prohibited by that federal statute. When public bodies release these records, they may provide written notice of the aforementioned restrictions on their use. This act will take effect upon passage.
