The administrator of the Division of Motor Vehicles is empowered to make these special plates available, which will reference the organization and be displayed in place of standard registration plates. The design of the plates will be developed by the Friends of the Historic Narragansett Towers in conjunction with the Division of Motor Vehicles and must be approved by the Rhode Island State Police.

The bill outlines specific procedures for the issuance of these plates, including compliance with minimum order requirements and the development of prepayment procedures. In addition to the regular motor vehicle registration fee, a $40 issuance surcharge will be applied to the registration of these special plates, with $20 allocated to the general fund and the remaining $20 distributed annually to the Friends of the Historic Narragansett Towers to support cultural and performing arts programs aimed at raising public awareness and support for the preservation and use of the Towers in Rhode Island.

A $10 surcharge will also be applied for subsequent registration renewals, which will benefit the Friends of the Historic Narragansett Towers. The organization is required to use any funds received from these registrations for the benefit of Rhode Island-based charitable organizations and must submit an annual accounting report before such funds are distributed. The bill specifies that there will be no refunds for early cancellation of the Friends of the Historic Narragansett Towers plates.
