The bill amends sections of the General Laws in Chapter 42-11.3, which pertains to "Motor Vehicles Owned by a Governmental Body." It introduces new definitions, including "Zero-Emission vehicle" (ZEV), defined as a vehicle that produces zero exhaust emissions of any criteria pollutant or greenhouse gas, excluding emissions from air conditioning systems.
The bill mandates that the director of administration submit an annual report in January detailing various aspects of motor vehicles owned by governmental bodies. This report must identify the type of vehicle (combustion engine, hybrid, plug-in hybrid, or ZEV), the principal driver, the mileage incurred by year, and similar information collected from each vehicle type.
Additionally, the report must specify the total number of new vehicles purchased in the light-duty fleet in the previous year, breaking down the numbers by vehicle type, and include the percentage of each type in relation to the total fleet. It also requires the report to present the total per mile cost for each vehicle type and the average cost per vehicle mile for similar categories. Furthermore, the report must include the number of hybrid, combustion engine, plug-in hybrid, and ZEV vehicles in operation in each state agency, shown as a percentage of the whole light-duty fleet.
This act will take effect upon passage.
