The bill amends Chapter 11-5 of the General Laws by adding a new section, 11-5-18, which specifically addresses assaults on sports officials. It defines key terms such as "sports official," which includes individuals like umpires, referees, and coaches who enforce the rules of sporting events, and "sporting event," which encompasses various athletic activities organized by educational institutions or community organizations. The legislation establishes that any person who commits an assault or battery against a sports official while they are performing their duties—before, during, or after a sporting event—will be guilty of a felony.

Penalties for such assaults include imprisonment for up to three years or a fine of up to $3,000 for general assaults. If the assault results in serious bodily injury, the penalties increase to imprisonment for a minimum of three years and a maximum of twenty years, or a fine of up to $10,000.

Additionally, the bill mandates that individuals convicted under this section must make restitution to the victim or perform up to 500 hours of community service, attend violence counseling and/or substance abuse counseling, or a combination of these, as determined by the sentencing judge. The obligation for restitution and community service cannot be waived and is in addition to any fines or sentences imposed. This legislation aims to enhance the protection of sports officials and deter violence in sporting events.
