The proposed bill, titled the "Parents' Bill of Rights Act," aims to establish and protect the fundamental rights of parents regarding the upbringing, education, health care, and mental health of their minor children. It asserts that parents have the right to direct their children's education, moral and religious training, and access to their children's school and medical records. The bill prohibits any state or governmental entity from infringing on these rights without demonstrating that such actions are reasonable and necessary to achieve a compelling state interest.

The act outlines specific parental rights, including the requirement for written consent before healthcare services are provided to minors, the right to be notified promptly if a criminal offense is suspected against their minor child, and the right to access and review all school records and medical records of their minor child, with certain exceptions. It also includes provisions for parental consent regarding biometric scans and DNA records of their children.

Additionally, the bill mandates that school districts develop policies to promote parental involvement and provide information about parental rights and responsibilities. This includes procedures for parents to object to curriculum materials, withdraw their children from certain educational content, and learn about the nature and purpose of school clubs and activities. School districts are required to inform parents about their rights related to health education, immunizations, and participation in educational programs.

Violations of the act could result in civil, criminal, and administrative penalties, and the bill is set to take effect upon passage.
