The bill amends Section 23-18.9-17 of the General Laws in Chapter 23-18.9, introducing a "Food waste ban" that mandates certain educational entities to manage organic waste. Starting January 1, 2023, each educational entity generating at least 30 tons of organic waste per year must ensure that this waste is recycled at authorized composting or anaerobic digestion facilities.

The bill also authorizes the Department of Environmental Management to issue and enforce rules and regulations that are consistent with the provisions of Chapter 18.9 to implement and enforce the food waste ban. The act will take effect upon passage.
