The proposed bill, titled the "Rights of Parents and Guardians in Public Educational Instruction Act," aims to enhance parental involvement in the educational materials used in public schools for students in kindergarten through grade twelve (K-12). It grants parents and guardians the right to review learning materials and activities in advance and allows them to object to any content they deem harmful, including material containing sexual content, violence, or profane language. If a parent or guardian objects, they can withdraw their child from the related activity or class and request an alternative assignment.

To support these rights, the bill mandates that school committees and charter school governing bodies ensure that each school under their authority prominently discloses on a publicly accessible portion of its website a comprehensive list of learning materials and activities used for instruction, organized by subject area and grade level. This information must be made available at least seven days before the start of each school year or, at the latest, three days before the first use of any new material or activity.

The act also outlines a process for parents to file complaints if they believe their rights under this chapter have been violated, requiring schools to respond within specified timeframes. The bill is designed to ensure transparency and parental engagement in the educational process. It will take effect upon passage.
