The bill amends Section 16-21.1-8 of the General Laws regarding the transportation of school pupils beyond city and town limits, establishing a statewide transportation system for all students. Under this system, local education agencies and municipalities may contract out of the statewide transportation system if they can demonstrate a more cost-effective option than the current fee-for-service model. To opt out, they must show financial savings to the state education commissioner, who must approve their request. If approved, the local education agency or municipality shall not be penalized in any state aid appropriations for contracting their own transportation services. The act is set to take effect upon passage.
