The bill amends Section 30-3-40.3 of the General Laws concerning educational benefits for members of the Rhode Island National Guard. It introduces new definitions for terms such as "Dependent(s)," "National guard member," and "Member in good standing." The bill establishes that active members in good standing of the Rhode Island National Guard are eligible for tuition assistance, allowing them to allocate their state-sponsored tuition assistance benefits to their dependents.

Eligibility for tuition waivers requires that both the National Guard member and their dependent maintain good standing as students at their respective state colleges or universities. The bill specifies that National Guard members must remain members in good standing and outlines the conditions under which tuition assistance must be repaid. This includes scenarios where the National Guard member or their dependent withdraws from or fails to complete a course, fails to make up an incomplete grade within specified time limits, or does not provide the adjutant general with a copy of the National Guard member's grade report within thirty days of course completion.

The act will take effect upon passage.
