The proposed bill introduces a new chapter, titled "The Military Child Act," to Title 30 of the General Laws concerning military affairs and defense. This act defines a "military-connected student" as a student who is the dependent of either a person in the active military service of the United States or in full-time status during active service with a force of the Rhode Island National Guard.
The act establishes provisions for advance enrollment, allowing military-connected students whose parents or guardians are being relocated to the state under military orders to register for school remotely without incurring charges or needing to physically appear at a school district location. Proof of residency will not be required at the time of remote registration but must be provided within ten days of the student's attendance in the school system.
Additionally, the act outlines open enrollment eligibility for military-connected students, permitting them to attend the school district of their choice regardless of capacity, provided that at least one parent holds a Department of Defense-issued identification card and can provide evidence of active duty status or active duty orders. This legislation aims to provide flexibility and support for military families in navigating educational opportunities for their children during relocations. The act will take effect upon passage.
