The bill amends Chapter 31-3 of the General Laws regarding vehicle registration by introducing a special motor vehicle registration plate dedicated to the Partnership to Reduce Cancer in Rhode Island, a qualified 501(c)(3) organization. This plate, named the "Partnership to Reduce Cancer in Rhode Island -- Maryellen Goodwin motor vehicle plate," aims to raise awareness about colon cancer. The design of the plate will be created by the Partnership in collaboration with the division of motor vehicles and must be approved by the Rhode Island state police.

The bill outlines the procedures for issuing these plates, including compliance with minimum order requirements and the development of prepayment procedures. The special plates shall be displayed in place of the regular registration plates, and the original plates must be returned to the division of motor vehicles.

Additionally, the bill establishes a $40 issuance surcharge for the special plates, with $20 allocated to the general fund and the remaining $20 directed to the Partnership to support its mission. A $10 surcharge will also be applied for subsequent registration renewals, benefiting the Partnership. The Partnership is required to use any funds received from the plate registrations to support Rhode Island-based charitable organizations focused on raising colon cancer awareness. Furthermore, the Partnership must submit an annual accounting report to the division of motor vehicles before the distribution of funds. There will be no refunds for early cancellation of the plates. The act will take effect upon passage.
