This bill amends various chapters of the General Laws to require health insurance carriers to provide coverage for specific services rendered by pharmacists, effective January 1, 2027. The services covered include evaluation and management of patients, medication therapy management, immunization education and administration, administration of medications, and ordering and evaluation of clinical laboratory tests. The bill stipulates that no nonprofit medical service corporation may require supervision, signature, or referral from another healthcare provider as a condition for reimbursement to pharmacists. Additionally, it mandates that health plans include an adequate number of pharmacists in their networks, and ensures coverage for services outside the insurer's provider network if those services are unavailable within it.
The provisions of this bill will sunset on January 1, 2031, unless extended by the General Assembly. The bill also directs the Executive Office of Health and Human Services to apply for any necessary amendments to the state Medicaid plan or for any Medicaid waiver as necessary to implement these changes, with a requirement to submit the Medicaid state plan amendment by September 1, 2026. Overall, this legislation aims to enhance the role of pharmacists in patient care by ensuring they are compensated for their services, thereby improving access to healthcare services.
