It establishes a cap of eight self-service checkout stations that can operate simultaneously at any grocery store location. Additionally, for every two self-service checkout stations in operation, there must be at least one manual checkout station available. The bill stipulates that no employee may monitor more than two self-service checkout stations at once and that they must be relieved of all other duties while doing so, including operating a manual checkout station.

The bill grants the Department of Labor and Training the authority to promulgate rules, regulations, and penalties to enforce these provisions. It outlines penalties for violations, including fines equivalent to the wages of a retail clerk for each day a violation occurs. Employees are protected from retaliation for filing complaints regarding violations, and any employee who alleges retaliation may bring a cause of action in superior court. Consumers who allege violations may also file complaints with the department, with protections against retaliation. The bill includes a severability clause to ensure that if any part of the act is found unconstitutional, the remaining provisions will still be enforceable. The act is set to take effect upon passage.
