The bill amends Section 39-26.4-2 of the General Laws in Chapter 39-26.4, titled "Net Metering," to introduce new definitions and clarify existing terms related to net metering systems. Key insertions include the definition of "portable solar generation device," which is defined as a moveable photovoltaic generation device with a maximum power output of not more than 1,200 watts, designed to connect to a building's electrical system through a standard 120V outlet, and intended primarily to offset part of the customer's electricity consumption. The bill specifies that portable solar generation devices must meet the standards of the most recent version of the National Electrical Code and be certified by Underwriters Laboratories or an equivalent nationally recognized testing laboratory.

The bill also establishes that portable solar generation devices are exempt from interconnection standards and utility technical requirements, as well as from the requirements for submission of a complete interconnection application to the electric distribution company. Additionally, these devices are not subject to the net metering program requirements under this chapter. It mandates that a portable solar generation device must include a feature that prevents the system from energizing the building's electrical system during a power outage. Furthermore, an electrical distribution company may not require a customer using a portable solar generation device to obtain approval before installation, pay any related fees, or install additional controls or equipment beyond what is integrated into the system. The bill also states that the electrical distribution company is not liable for any damage or injury caused by a portable solar generation device.

This act would take effect upon passage.
