The bill amends Chapter 17-19 of the General Laws by introducing a new section, 17-19-24.4, which explicitly prohibits ranked choice voting in all elections for local, state, or federal public offices. The prohibition includes voting systems that allow voters to vote for more than one candidate for the same office, rank multiple candidates for the same office, or reallocate a voter's vote from one candidate to another for the same office.
The bill clarifies that localities may still conduct at-large or multi-member district elections, provided that voters have only one vote per position and that votes are not transferred between candidates. Additionally, any existing or future ordinances by any political subdivision of the state that conflict with this prohibition are declared void. Furthermore, any election for public office conducted under a voting system prohibited by this section will be considered void, and no candidate shall be elected under such a system. This act will take effect upon passage.
