The bill amends Section 31-10.1-4 of the General Laws concerning the required equipment for operators of motorcycles, motor scooters, and motor-driven cycles. It mandates that all motorcycle operators must wear a helmet of a type approved by the administrator of motor vehicles, removing the previous age restriction that required only operators under the age of twenty-one to wear a helmet. The bill also eliminates the previous requirement for new operators, regardless of age, to wear a helmet for one year from the date of their first license issuance. Additionally, all operators must be equipped with a rearview mirror. Violations of these provisions will result in fines as specified in existing law, with all collected fines directed to a general restricted receipt account for the Rhode Island governor's office on highway safety. The act is set to take effect upon passage.
