The bill amends Chapter 16-45 of the General Laws concerning Regional Vocational Schools by introducing a new section, 16-45-12, which focuses on inter-district communication and accounting for students enrolled in career and technical education (CTE) and pathways education programs outside their home districts. Effective July 1, 2026, the bill mandates that any school district or regional vocational school receiving a student from outside their district for a CTE or pathways education program (the receiving district) must report back to the student's home district (the sending district) on a quarterly basis or when significant changes occur, such as a student no longer participating in the program.
Additionally, the bill stipulates that if the costs incurred by the receiving district for providing education services are lower than the per pupil expenditure of the sending district, the sending district's financial responsibility will be limited to the lower cost of the receiving district. It also clarifies that the sending district will only be responsible for the actual transportation costs of the student to the receiving district, notwithstanding any conflicting provisions in existing transportation laws. The Department of Elementary and Secondary Education is authorized to promulgate rules and regulations to implement these provisions.
