The bill amends Chapter 39-2 of the General Laws by adding a new section titled "Duty to maintain customer service operations within the state." It requires that every public utility operated and licensed to provide services to residents and businesses within the state must maintain a customer service operation physically located within the state. This operation must be reasonably staffed to meet public expectations and is required to answer customer inquiries, meet with customers, accept bill payments, and perform any other services as directed by the public utilities commission.
