The bill amends sections of the General Laws related to the Department of Attorney General, specifically establishing a new division of juvenile prosecution within the department. This division will handle delinquency petitions for serious offenses that, if committed by an adult, would be classified as capital offenses, felonies, or manslaughter. Additionally, the bill clarifies the powers and duties of the attorney general, assistant attorneys general, and special assistant attorneys general, stating that they are limited to those prescribed by general and public laws.

Furthermore, the bill creates a restricted receipt account titled the "attorney general non-multi-state initiative restricted-receipt account," which will hold funds from settlements related to non-multi-state initiatives. It stipulates that no settlement proceeds shall be directed or appropriated to any party without the express authorization of the general assembly. This ensures that all settlement proceeds from non-multi-state initiatives, except those designated for the restricted account, will be directed to the general fund. The act will take effect upon passage.
