The bill amends Section 43-4-18 of the General Laws in Chapter 43-4, which pertains to the effect of general laws. It establishes that the office of law revision is authorized to enact supplemental reenactments of state statutes. The office of law revision is required to identify, on a yearly basis, any decisions or rulings of the United States Supreme Court that necessitate amendments to state statutes or general laws, and to inform each chamber of the General Assembly of those decisions or rulings.
The bill mandates that any substantive changes resulting from these reenactments must be presented to the General Assembly for approval or disapproval through a Statutes and Statutory Construction bill. It clarifies that the reenacted sections will be considered continuations of previously enacted public laws, ensuring that all rights and remedies remain intact. In the event of a conflict between a newly passed act and an amendment from a reenactment, the newly passed act will take precedence. The provisions from the reenactments will take effect on December 31 of the year they are enacted. The enactment of this section does not repeal prior chapters of public laws that have been adopted to reenact the general laws. The act will take effect upon passage.
