The bill amends Section 39-26.4-2 of the General Laws in Chapter 39-26.4, focusing on "Net Metering." It introduces new definitions, specifically excluding "portable solar generation devices" from the definition of an eligible net-metering system. A "portable solar generation device" is defined as a moveable photovoltaic generation device with a maximum power output of not more than 1,200 watts, designed to connect to a building's electrical system through a standard 120V outlet, intended primarily to offset part of the customer's electricity consumption, and meeting certain safety standards.

The bill exempts portable solar generation devices from interconnection standards and utility technical requirements, as well as from the requirements for submission of a complete interconnection application to the electric distribution company. It also states that electric distribution companies may not require customers using these devices to obtain approval before installation, pay any related fees, or install additional controls or equipment beyond what is integrated into the system. Furthermore, the bill clarifies that electric distribution companies are not liable for any damage or injury caused by a portable solar generation device.

This act would take effect upon passage.
