The bill amends Chapter 31-3 of the General Laws to create a special motor vehicle registration plate for the Rhode Island Hockey Hall of Fame. The administrator of the Division of Motor Vehicles is authorized to make these plates available, which will reference the Hall of Fame and be displayed in place of standard registration plates. The design of the plates will be developed by the Rhode Island Hockey Hall of Fame in conjunction with the Division of Motor Vehicles and must be approved by the Rhode Island State Police.
The bill outlines specific procedures for the issuance of these plates, including compliance with minimum order requirements and the development of prepayment procedures. An issuance surcharge of $40 will apply for the special plates, with $20 allocated to the general fund and the remaining $20 directed to the Rhode Island Hockey Hall of Fame to support initiatives that commemorate, preserve, and promote the game of hockey in Rhode Island. Additionally, a $10 surcharge will be applied to subsequent registration renewals, benefiting the Hall of Fame.
The bill mandates that any funds received by the Hall of Fame from these registrations must be used to support Rhode Island-based charitable organizations. It also requires the Hall of Fame to submit an annual accounting report before the distribution of these funds. There will be no refunds for early cancellation of the special plates. The act will take effect upon passage.
