Additionally, a $10 surcharge will be applied to subsequent registration renewals, benefiting the Hall of Fame.

It also requires the Hall of Fame to submit an annual accounting report before the distribution of these funds. There will be no refunds for early cancellation of the special plates. The act will take effect upon passage.
