The bill amends the "Comprehensive Community-Police Relationship Act of 2015" to enhance data collection and analysis related to traffic stops and searches conducted by Rhode Island state and municipal police. It introduces a new data collection form that requires police officers to document detailed information during traffic stops, including the date, time, general location, demographics of the driver (race, ethnicity, gender, and approximate age), reasons for the stop, whether a search was conducted, the scope of any search, the basis for the search (consent, probable cause, or reasonable suspicion), any contraband seized, whether a warning or citation was issued, whether an arrest was made, the approximate duration of the stop, and whether the vehicle is registered in Rhode Island or out of state.

The timeline for data collection is extended to begin no later than January 1, 2027, with a requirement for law enforcement agencies to transmit all traffic stop and search data collected between July 1, 2024, and June 30, 2027, for analysis in the annual study. Monthly reviews of the data are mandated, and law enforcement agencies must submit annual reports detailing their findings and compliance certifications starting July 1, 2027.

Additionally, the bill establishes a twelve-member advisory committee to advise the Office of Highway Safety on matters related to traffic stop data, evaluate strategies, and oversee annual studies on the data. The committee will consist of members appointed by various officials, including the governor, the senate president, and the speaker of the house, as well as representatives from law enforcement and civil rights organizations.

The bill emphasizes the need for appropriate funding to support these initiatives and ensures that all data collected and reports compiled will be public, except for information identifying specific law enforcement officers. The act is set to take effect upon passage.
