The commission will include members from both the Rhode Island House of Representatives and Senate, as well as representatives from hospital direct care staff, hospital administrators, the Director of the Rhode Island Department of Health, the Rhode Island Attorney General, a representative from a patient advocacy organization, and labor union representatives.

The primary objective of the commission is to conduct a comprehensive study and provide recommendations to the General Assembly regarding safe staffing ratios in hospitals. The commission is tasked with reporting its findings and recommendations to the General Assembly on or before September 1, 2027. The commission will be dissolved on January 30, 2028. Members will serve without compensation, and state departments are required to provide necessary support and information to facilitate the commission's work.
