The bill establishes a new chapter, CHAPTER 7.11, within Title 22 of the General Laws, creating a Permanent Joint Committee on the Department of Children, Youth, and Families Oversight. This committee will consist of eleven members from the General Assembly, with six appointed from the House of Representatives and five from the Senate, ensuring that no more than four members from the House and no more than three members from the Senate belong to the same political party. The committee will be responsible for overseeing the Department of Children, Youth, and Families, consulting with relevant federal and state agencies, and reporting its findings and recommendations to the General Assembly at least annually.

Additionally, the committee will have the authority to contract for technical services if it finds it cannot obtain the proper assistance from available sources. It will be the designated body to which all bills and resolutions related to the department are referred, either initially or after action by other committees. The committee will meet in the State House but may hold meetings elsewhere if it serves its purposes better. A majority of the committee members will constitute a quorum for conducting business. This act will take effect upon passage.
