The bill amends Chapter 31-3 of the General Laws regarding the registration of vehicles by introducing a new section that establishes a special motor vehicle registration plate for the nonprofit entity Real Access Motivates Progress. The administrator of the division of motor vehicles is empowered to make available these special plates, which will be designed by Real Access Motivates Progress in conjunction with the division of motor vehicles and approved by the Rhode Island state police. The special plates will replace the standard registration plates and must be displayed in the same manner.
The bill outlines the requirements for issuing these plates, including compliance with minimum prepaid orders and prepayment procedures. A $40 issuance surcharge will be applied for the special plates, with $20 allocated to the general fund and the remaining $20 directed to support accessibility programs and initiatives by Real Access Motivates Progress. Additionally, a $10 surcharge will be applied for subsequent registration renewals, which will also benefit the nonprofit.
The bill mandates that any funds received from the registration of these plates must be used for the benefit of Rhode Island-based charitable organizations. Real Access Motivates Progress is required to submit an annual accounting report before the distribution of funds. The act will take effect six months after its passage.
